Over the weekend, Immigration, Refugees and Citizenship Canada (IRCC) announced plans to implement some more changes to the Comprehensive Ranking System (CRS) used by Express Entry (EE) that will be implemented on June 6, 2017.
There will be three specific changes that IRCC will implement, let’s go through them one by one.
French Language Proficiency
As of June 6, 2017, EE will now award applicants (whose first language is English) additional points for proficiency in French. Similarly, applicants who have French as their first language will also be given additional points for proficiency in English.
15 additional points will be given to applicants who have intermediate (equivalent to Canadian Language Benchmark 7) or better French ability, and English ability of CLB 4 or lower.
Moreover, 30 additional points will be awarded to French speaking applicants who have intermediate or better French ability, and who also have an English ability of CLB 5 or better.
Siblings in Canada
We can now finally put an actual number to the advantages of having siblings in Canada. It has always been said that having siblings in Canada will help your application, but there was never any actual concrete benefit to your CRS scores until now.
With IRCC’s announcement, applicants with a sibling in Canada who is a Canadian citizen or permanent resident of at least 18 years of age may be awarded 15 additional points. This is also applicable if the applicant’s spouse or common-law partner has a sibling in Canada.
The applicant or his or her spouse/common-law partner must share a mother and/or father with the sibling in Canada. This relationship can be through blood, adoption, marriage, or common-law partnership.
It is no secret that having siblings or family members in Canada will really have a positive effect on an immigrants transition and it is about time that this be recognized in the CRS.
Job Bank Registration
The requirement to create an account with the Canadian Job Bank will now be waived.
This follows the initial changes made last year, which reduced the number of points given to an applicant who is able to get a job offer. With both of these changes, we can see that IRCC is moving away from focusing on jobs to get immigrants into Canada, but is rather looking to emphasize human and skill factors.
In my opinion, this is a welcome change as well since we know that only a very small percentage of applicants are able to secure a job offer through the job bank prior to landing in Canada.
